How to Sign Up for Medicaid in Texas

How to sign up for Medicaid in Texas starts with Texas Health and Human Services. Applications can be filed online through Your Texas Benefits, by phone, through an HHSC office, or by mail or fax.

Texas application process

You can file a Medicaid application through several Texas HHSC channels

Texas policy allows Medicaid applications online, in a local office, by mail, fax, or phone. Pick the method that you can complete accurately and keep a record of when you submitted it.

Online through Your Texas Benefits

You can create an account to start and save an application, upload requested documents, check status, report changes, renew benefits, and manage your case. Texas also permits applying online without an account, but an account provides more case-management features.

By phone through 2-1-1

Texas policy allows a person or authorized representative to complete a Medicaid application by phone. The customer care representative enters the information and the applicant can sign by telephone under the state process.

Paper application

For Medicaid for elderly people and people with disabilities, Texas uses Form H1200 and, for certain community-based and Medicare cost-sharing programs, Form H1200-EZ can be available. A paper application must be signed.

Local HHSC office, mail, or fax

Texas accepts applications through HHSC benefits offices and by mail or fax. Keep copies of the application and supporting documents you submit.

Your filing date matters

Texas uses the application file date in its eligibility process. For an online application, the file date is tied to when you submit it through Your Texas Benefits, subject to HHSC business-day rules for submissions received while state offices are closed.

Before you apply

Have the household information and verification documents within reach

Your Texas Benefits tells applicants to be ready with information about the people applying, income, property, and other eligibility facts.

Identity and household

Be ready with names, dates of birth, Social Security numbers when applicable, household relationships, address, and citizenship or immigration information requested by the program.

Income and resources

Gather information about Social Security, pensions, wages, bank accounts, property, vehicles, investments, and other income or resources that apply to the Medicaid category being reviewed.

Costs and supporting records

Keep records for expenses, insurance, medical costs, and other items HHSC asks you to verify. The exact documentation depends on the Medicaid program and your circumstances.

There is not one income limit for every Texas Medicaid applicant

Texas Medicaid includes multiple eligibility categories with different rules. Age, disability, household, income, resources, long-term-care needs, and other factors can change which program HHSC evaluates.

If you also have Medicare

Medicaid can affect Medicare costs and plan options

Some people qualify for both Medicare and Medicaid. The level of Medicaid assistance matters because not every Medicaid or Medicare Savings Program category provides the same benefits.

Medicare Savings Programs

QMB, SLMB, QI, and QDWI are Medicaid-administered assistance programs that can help with Medicare premiums or cost-sharing when their rules are met.

Extra Help

People who receive Medicaid or certain Medicare Savings Programs can qualify automatically for Medicare Extra Help with prescription drug costs.

D-SNP eligibility

Some people with both Medicare and Medicaid can qualify for a Dual Eligible Special Needs Plan. The Medicaid category and the plan's eligibility rules determine whether a specific D-SNP is available to you.

Our four-step process

We use the Medicaid decision when reviewing Medicare coverage

Senior Healthcare Planning does not decide Medicaid eligibility. We use the eligibility information Texas provides to help evaluate the Medicare options available to you.

01

Discovery Meeting

Review Medicare status, current Medicaid or MSP notices, doctors, prescriptions, and care needs.

02

Create Your Strategy

Identify which Medicare plan types match the level of assistance Texas has approved.

03

Plan Enrollment

Verify eligibility, provider access, prescriptions, and plan rules before enrollment.

04

Annual Reviews

Review coverage again when Medicaid status or Medicare plan benefits change.
